Governing Bodies of the Bulgarian Academy of Sciences<\/h1><\/div>The General Assembly<\/strong> is the highest collective governing body of the Bulgarian Academy of Sciences. The members of the General Assembly are elected by the scientists occupying positions at the academic institutes. The General Assembly adopts and amends the statute of the Bulgarian Academy of Sciences, elects the President and Vice-Presidents, the Scientific Secretary-General and the members of the Governing Council of the Bulgarian Academy of Sciences.![\"\"](\"https:\/\/www.bas.bg\/wp-content\/uploads\/2017\/10\/Preds_Kabinet_2-300x196.jpg\")
<\/a><\/p>\nThe Governing Council<\/strong> is the body that ensures the implementation of the decisions of the General Assembly. The Governing Council prepares and proposes decisions concerning the activities of the Academy before the General Assembly;\u00a0elects the directors of the permanent scientific units, organizes periodic evaluations of the independent scientific units and the general academic international cooperation.<\/p>\nThe Management Board of the Bulgarian Academy of Sciences<\/strong> takes decisions related to the day-to-day management of BAS which are based on the Law and the Statute of the Bulgarian Academy of Sciences and on the decisions of the General Assembly and the Governing Council (GC) of BAS. By decision of the GC of BAS and on the basis of Art. 24, Para. 1, item 2 and item 8 of the Statute of the Bulgarian Academy of Sciences, the Board includes the President of BAS, the Vice-Presidents, the Scientific Secretary-General and the Scientific Secretaries of BAS.<\/p>\nThe President of BAS<\/strong> represents the Academy in the country and abroad. He administers the budget of BAS and its funds pursuant to the decisions of the General Assembly. The President of BAS organizes and manages the implementation of general academic tasks, performs functions assigned to him by normative acts, decisions of the General Assembly or which result from contracts to which the Bulgarian Academy of Sciences is a party. The President of BAS is a member by right of the General Assembly, Chairman of the Governing Council of BAS, of the Assembly of Academicians and Corresponding Members (AACM) and the Board of Trustees. A prominent Bulgarian scientist, academician or corresponding member with recognized merits in science and established international prestige may be elected President of BAS, for a four-year term of office. The President of the Bulgarian Academy of Sciences may not be elected for more than two consecutive terms of office. He may be elected for the relevant term only before reaching the age of 70.<\/p>\nDoctors of Science, Professors, Corresponding Members or Academicians with recognized merits in science and with established international prestige may be elected Vice-Presidents of the Bulgarian Academy of Sciences<\/strong>. The Vice-Presidents support the President of BAS in his activity, replace him when absent and perform functions assigned by him.<\/p>\nThe Scientific Secretary-General<\/strong> may be a Doctor of Science, a Professor, a Corresponding member or an Academician. Prof. Pasheva’s entire career has been carried out at the „Acad. Roumen Tsanev“ Institute of Molecular Biology of BAS. She obtained the educational and scientific degree „Doctor“ at IMB-BAS in 1988 and the scientific degree „Doctor of Science“ in 2012. She successively held the following academic positions at IMB \u2013 Sen. Asst. Professor 1988-2002, Associate Professor 2002-2011, Professor 2011. In 2021 she was elected a corresponding member of BAS.<\/p>\n
Prof. Pasheva was a post-doctoral fellow at the Curie Institute, Paris, France, 1991-1994, invited lecturer – Curie Institute, Paris, 1998, invited professor – University of Nantes, France, 2008, and Joseph Fourier University, Grenoble, France, 2011. Prof. Pasheva’s research interests are in molecular and cell biology: DNA repair and replication, epigenetic control, carcinogenesis and tumor markers. Her professional career is featured in the FEBS Women’s Career in Science 2024 edition. She is a representative of BAS in international organizations such as Science Europe, European Science Foundation (Member of the ESF Executive Council), Scientific Board of the International Basic Sciences Program (IBSP) of UNESCO. She has been awarded the \u201cMarin Drinov\u201d Honorary Medal, Award of Merits for Service to BAS, Commission of the European and Cultural Community – Honorary Status of Leader of High Prestige and Public Recognition in Science.<\/p>\n

<\/div>Emmanuel Moutafov<\/h2><\/div><\/div>Professor, Doctor of Science<\/p>\nProf. DSc Emmanuel S. Moutafov was born in Sofia in 1968. He received his PhD in Pre-Modern and Contemporary Global History in 2002 (IBSCT-BAS). He was habilitated at the Institute of Art Studies (IAS) in 2009 in the field of Medieval and National Revival Art; he was elected Professor (2019) and Doctor of Science in Theory and History of Art (2022). He is a Byzantinist, epigrapher and art historian at IAS-BAS where he has worked as a full-time researcher since 1999. He was its Scientific Secretary (2013-2014) and Director (2014-2022).<\/p>\n
Since 2009, he has been a member of the General Assembly of the Bulgarian Academy of Sciences where he served as Vice-Chairman of the Eight GA of BAS. He has over 150 scientific publications, including seven monographs. His texts have been published by such publishers as Cambridge University Press, Brill, Brepols, etc. He has led projects funded by foundations as „A. Onassis (1) and John Paul Getty (1), by the European Commission (1), the Bulgarian National Science Fund (2), etc. Since 2016, he has been a delegate of BAS to the Union Acad\u00e9mique Internationale.<\/p>\n
Since 2018, he has been the Research and Development Coordinator of the \u2018Heritage BG\u2019 Centre of Excellence. Since 2022, he has been a member of the Commission for Byzantine Epigraphy of the International Association of Byzantine Studies. In the same year, he was awarded the Golden Century – Star Award of the Ministry of Culture for significant contribution to the development of Bulgarian art and culture.<\/p>\n

Shterionov graduated in History at the University of Veliko Tarnovo „St. Cyril and St. Methodius“. In 1992, he defended his doctorate at the Institute for Historical Studies; in 2007, he obtained the degree of Doctor of Historical Sciences. He specialized at the Aristotle University of Thessaloniki and at the State Scholarships Institute in the Republic of Greece. His areas of professional interest are Bulgarian history, historical demography, economic history; maritime history and traditional maritime culture.<\/p>\n
His professional career began as a teacher, from 1989 to 2003 – curator, Asst. Prof., Sen. Asst. Prof. and scientific secretary of the scientific group in the Regional History Museum of the city of Kyustendil. Since 2003, he started working at the Centre for Population Studies which, after the structural reform, was transformed into the Institute for Population and Human Studies (IPHS). Since 2011, he has been a professor at the same institute.<\/p>\n
Prof. Shterionov was the chairman of the General Assembly of the scientists at CPS from 2004 to 2010. From 2006 to 2014, he was Head of the Department of Economic and Historical Demography at CPS\/IPHS-BAS, and from 2014 to 2022 – Head of the Department of Demography at IPHS-BAS. Since 2022 – Chairman of the Scientific Council at IPHS-BAS. Since 2004 – Secretary of the National Commission for Maritime History. In the period 2013-2018 – member of the Steering Committee of the European Historical Population Samples Network (European network for databases on historical demography). Since 2014, he has been a member of the Quality Assurance Committee of the National Evaluation and Accreditation Agency. In the period 2019-2024 – member of the General Assembly of BAS and the Academic Property Committee of the GA of BAS.<\/p>\n
He has led and participated in 15 national projects and 7 international projects. His areas of professional interest are Bulgarian history, historical demography, economic history; maritime history and traditional maritime culture.<\/p>\n His professional career began as a teacher, from 1989 to 2003 – curator, Asst. Prof., Sen. Asst. Prof. and scientific secretary of the scientific group in the Regional History Museum of the city of Kyustendil. Since 2003, he started working at the Centre for Population Studies which, after the structural reform, was transformed into the Institute for Population and Human Studies (IPHS).
